Public welcome as Court of Appeals, Division I, hears cases November 6 at Tukwila Justice Center
November 02, 2026
The Tukwila Municipal Court will host a panel of judges from Division I of the Washington State Court of Appeals to hear oral arguments on Friday, November 6, 2026. The public is welcome to attend the hearings and to ask questions about the court’s operations during a Q&A session directly following oral arguments.
The hearings will begin at 9:30 a.m. at the Tukwila Justice Center, 15005 Tukwila International Blvd., Tukwila, WA. They will be livestreamed and recorded by TVW.
“We are excited to return to Tukwila Municipal court for oral argument on cases filed at the Court of Appeals. It is wonderful to be out in the community at a location that is easier for members of the public to access and attend court in person,” said Division I Judge Lori K. Smith, who has taken the lead on behalf of the court in coordinating and supporting this event.
“Tukwila is a vibrant and diverse community with a rich history. We appreciate Judge Walden and her staff welcoming us once again and allowing us to hold court at the Justice Center, which is a beautiful space,” Smith said. “After oral argument, we will be available to meet with our neighbors, community leaders, educators, and students to discuss the work of the Court of Appeals.”
Beginning at 9:30 a.m., Judge Lori K. Smith (King County), Judge Bill A. Bowman (King County), and Judge Tam T. Bui (Snohomish County) will hear arguments in the following cases:
- 896571 – Master Builders Association of King & Snohomish v. City of Everett
- 874888 – State of Washington v. James Joseph Kelly
- 889303 – Alaranta v. Collins
Each argument will last approximately 20 minutes. Documents and filings in these cases can be found in the Appellate Court Public Document Portal by choosing “Court of Appeals” and inputting the case number.
Division I of the Court of Appeals (COA) is located in Seattle. While all three divisions of the COA may hear cases from trial courts throughout the state, Division I covers the northwest region of King, Snohomish, Skagit, Whatcom, San Juan and Island Counties.
